005.0025 ADOPTION AND CHANGE OF PERSONNEL POLICIES

 

Revises Policy 005.0025 Adoption and Change of Personnel Policies last approved 12/09/03

 

GENERAL STATEMENT

In an effort to foster a mutual understanding, respect and trust between the District and its employees a process will be used that will include administrators, licensed educators and classified personnel in determining policies which affect their working conditions.

 

1.      District Personnel Policy Committee

 

1.1.   The committee shall be comprised of at least:

District personnel director

One school administrator

Two educators (one secondary, one elementary)

Two classified employees.

 

1.1.1.      The educators and classified representatives will be chosen from their respective associations and will be approved by the superintendent.

 

1.2.   The Personnel Policy Committee will meet monthly during the school year to determine district personnel policy needs. Depending on work load, additional meetings may be held.

 

2.      Determining policy needs

 

2.1.   Under direction from the school board, superintendent, or personnel director, the committee will undertake writing of new policies and revision of current policies.

 

2.2.   The committee will also take policy recommendations from employee associations.

 

2.3.   Policies not reviewed during the current year will be on a continuing review schedule

                   to be determined by the committee.

 

3.      Procedures

 

3.1.   The committee will:

 

 

3.1.1.      Read and compare Uintah School District policies with Utah School Board’s Association sample policies and those of other districts

 

3.1.2.      Rework and update wording

 

3.1.3.       Eliminate redundancy

 

3.1.4.      Align each policy with all other personnel policies

 

3.1.5.      Consult business administrator if there is any financial impact.

 

3.1.6.      If necessary, submit policy to Utah State Office of Education attorney or other entities for review and recommendations

 

3.1.7.       Network draft policy to all district personnel through district web site and email

 

3.1.7.1 Consider personnel input and rework policy

 

3.1.8.      Send draft to school board for first reading. Assign committee members to attend board meeting to answer questions

 

3.1.8.1  Receive school board input and rework policy

 

3.1.9        Network revised draft policy to all district personnel through district website and email

 

3.1.9.1  Consider personnel input and resubmit policy to school board for second reading. Assign committee members to attend board meeting to answer questions

 

3.1.10    Policies passing second reading will be placed on the district website
