005.0520         SALARY SCHEDULE PLACEMENT/STEPS

DEFINITION:

“Successful school year” means a school year in which the employee’s final evaluation identifies him or her as effective in the job.

1.0              SALARY DETERMINATIONS/TEACHERS

1.1               In determining salary step placement for teachers, the supervisor and/or Human Resources Director may recommend, and the Superintendent may grant, credit for up to ten (10) years of full-time, similar teaching experience in other public and private schools (two years of half-time, like experience may constitute one year of full-time, like experience).

1.2              Additional credit for prior years of service – up to a total of 19 years – may be granted as follows:

1.2.1        Credit for years 11-13 of prior, full-time, similar experience after first successful school year as a USD teacher;

1.2.2        Credit for years 14-16 of prior, full-time, similar experience after second successful school year as a USD teacher; and

1.2.3        Credit for years 17-19 of prior, full-time, similar experience after third successful school year as a USD teacher.

1.3              Credit for prior teaching experience will be granted provided that:

1.3.1        The teacher held a valid teaching certificate at the time of the previous teaching experience. This past experience must be documented upon the request of the District; and,

1.3.2        The candidate’s past certified experience occurred in any of the following circumstances:

a.                   Public school experience in any state.

b.                  Public school experience for a state recognized or licensed private school with enrolled students of public school age.

c.                   Full time seminary instruction, or

d.                  Institutions of higher learning upon presentation of documentation of accrued experience, and provided the instructor held a valid public school certificate.

e.                   Other comparable experience as recommended by the Superintendent and approved by the Board of Education on a case by case basis.

1.4              Experience credit is not allowed for the following:

1.4.1        Part or full time substitute teaching.

1.4.2        Volunteer service in the school.

1.4.3        Military service.

 

2.0              ADMINISTRATORS

2.1              Individuals assigned to administrative positions after 11/9/10, whether new-hire or transfer (voluntary or involuntary) will be placed on the Administrator Stipend Salary Schedule, according to his/her assignment.

2.2              In determining salary step placement for an administrator, the Human Resources Director may recommend, and the Superintendent may grant, credit for up to ten (10) years of full-time, similar school administration experience in other public or private school districts (two years of half-time, like experience may constitute one year of full-time, like experience).

2.3              Additional credit for prior years of service – up to a total of 19 years – may be granted as follows:

2.3.1        Credit for years 11-13 of prior, full-time, similar experience after first successful school year as a USD administrator;

2.3.2        Credit for years 14-16 of prior, full-time, similar experience after second successful school year as a USD administrator; and

2.3.3        Credit for years 17-19 of prior, full-time, similar experience after third successful school year as a USD administrator.

2.4              Administrators with a doctorate will receive an addendum of $1,000.00 annually.

 

3.0              CLASSIFIED EMPLOYEES

3.1              Each classified employee will be placed on the classified salary schedule according to his/her assignment.

3.2              In determining salary step placement for a contracted classified employee, the Human Resources Director may recommend, and the Superintendent may grant, credit for up to ten (10) years of full-time, similar job experience (two years of half-time, like experience may constitute one year of full-time, like experience).

3.3              Additional credit for prior years of service – up to a total of 19 years – may be granted as follows:

3.3.1        Credit for years 11-13 of prior, full-time, similar experience after first successful school year as a USD contracted employee;

3.3.2        Credit for years 14-16 of prior, full-time, similar experience after second successful school year as a USD contracted employee; and

3.3.3        Credit for years 17-19 of prior, full-time, similar experience after third successful school year as a USD contracted employee.

3.4              Classified employees who transfer from one job class to another within the District will be placed on the salary schedule of the new assignment according to relevant job experience.

 

4.0              SPECIAL CONTRACT EMPLOYEES OR COORDINATORS

4.1              Coordinators will be paid on the corresponding coordinator level of the administrative salary schedule.

4.2              A coordinator may be granted up to ten (10) years experience for salary schedule placement for work experience directly related to the coordinator’s position.

4.3              Additional credit for prior years of service – up to a total of 19 years – may be granted as follows:

4.3.1        Credit for years 11-13 of prior, full-time, similar experience after first successful school year as a USD coordinator;

4.3.2        Credit for years 14-16 of prior, full-time, similar experience after second successful school year as a USD coordinator; and

4.3.3        Credit for years 17-19 of prior, full-time, similar experience after third successful school year as a USD coordinator.

 

5.0              SUPERINTENDENT AND BUSINESS ADMINISTRATOR

5.1              The Superintendent and Business Administrator positions are not tied to any salary schedule. Individual two-year contracts for these positions are negotiated with the Board of Education and the respective employee.

 

6.0              PART-TIME/INCIDENTAL/CONTRACT EMPLOYEES - TEMPORARY EMPLOYEES

6.1              Incidental contract employees are paid on voucher or paid according to the part-time employee salary schedule or as otherwise agreed and approved by the Board.

 

7.0              GENERAL PROVISIONS - APPLICABLE TO ALL EMPLOYEE GROUPS EXCEPT INCIDENTAL CONTRACT EMPLOYEES

7.1               If an employee is involuntarily transferred by the District to another job class, the employee will not be paid below his/her salary before the transfer. However, the transferred employee salary will be frozen and not increased until the salary schedule of the new position catches up to the salary being received by the employee.

7.2              If a transfer is requested by an employee from one job class to another, he/she will be placed on the salary schedule in the new position in accordance with his/her relevant experience in that position.

7.3              All transfers will be lateral or downward within the same classification.

7.4              All persons being promoted will be provisional employees for evaluation purposes in that position for three (3) years but will retain career status as an employee of the district.

7.5              Granting prior teaching experience shall not change a new employee’s provisional status.

7.6              Employee’s salary level shall be frozen if that employee’s work is not satisfactory as per evaluation. Before an employee is subjected to a salary freeze, the employee will be notified in writing at least 60 days in advance of the action.

7.7              A minimum of one hundred twenty full time working days or 960 hours in a given school year will equal one (1) year’s experience. (A person may not receive credit for more than one year in a school year).

7.8              Experience credit is not allowed for prior service if the employee was terminated from that employment for cause.

 

8.0              SPECIAL CIRCUMSTANCES/EXCEPTIONS

8.1              The Superintendent may recommend to the Board of Education exceptions to allow additional experience credit.

8.1.1        Exceptions shall be approved by the Board in a public meeting.

8.2              The Superintendent may recommend experience credit for professional experience beyond the years allowed in this policy in the following situations:

8.2.1        When a fully qualified applicant cannot be recruited at the salary rate allowed by this policy.

8.2.2        When an applicant is hired whose qualifications substantially exceed those of other candidates for the same position; or, when the Superintendent determines the District’s best interest would be served by granting salary credit for additional experience.

 

9.0              LONGEVITY STEPS

9.1              Longevity steps for employees will be designated on the employee salary schedules.

9.2              Employees will qualify for longevity step by either:

9.2.1        Number of years of service in Uintah School District or;

9.2.2        Salary step placement as designated in the district personnel system.
