1.0  EMPLOYEE SATISFACTION CONSIDERED

1.1  The Uintah School Board recognizes the desirability of employee satisfaction with reference to location and assignment.

1.2  Where feasible, assignments of new employees in the school system shall not be made until requests for reassignment or transfer have been acted upon.

 

2.0  INITIAL ASSIGNMENT

2.1  A new Employee is assigned to an initial location and position.

2.2  The Employee is to perform the usual duties of that position and such other duties in connection with such employment as the District or its delegated administrative authority may assign.

2.3  The Employee is subject to transfer to other locations and reassignment to other positions or duties depending upon the specific needs of the District as shall be determined by the District.

 

3.0  INVOLUNTARY TRANSFERS

3.1  The Administration shall assign administrators, teachers and other personnel to the positions that in their discretion best meet the needs of the District.

3.2  Transfers shall be used to maintain a proper balance of experience and specialized competence among the schools of the District, and to adjust for changes in staffing allocations.

 

4.0  ANNUAL TRANSFERS AND REQUESTS FOR TRANSFER

4.1  Teachers and other employees involved in instructional duties may not transfer from one district school to another from July 1 through September 30, unless both the sending and the receiving principals notify the human resources department that they both agree to the transfer.

4.2  All vacancies will be posted over district email and on the district website, at minimum, and will remain open for one week. Any district employee who meets the criteria outlined in section 4.4 may apply for a transfer to the open position by submitting a full application packet.

4.2.1        Building administrators will determine whether or not to advertise/consider applications for a vacant position from (1) internal transfer candidates only; (2) internal transfer candidates and other district employees; or (3) internal transfer candidates, other district employees, and the general public.

4.2.2        All applicants, including candidates for transfer, will be screened and selected for interview as outlined in the district hiring policy.

4.2.3        Principals must consult with the employee’s current supervisor before offering the employee a transfer, in order to discuss and consider any information relative to the decision.

4.2.4        Successful candidates will be notified by phone and/or in writing.

4.2.5        When the position has been filled, all candidates making application will be notified.

4.3  When an instructional staff member is transferred out of a school during the school year, that staff member will not make the transfer before (1) a replacement is found, or (2) five weeks have passed since the transfer was announced, or (3) both the sending and the receiving principals agree to an earlier transfer.

4.4  Transfers may only be made within the same job classification. (Example: voucher aide to voucher aide, contract aide to contract aide, teacher to teacher, administrator to administrator.) If qualifications are equal, preferred consideration will be given to internal applicants.

4.5  Transfers for administrative positions will be filled at the discretion of the Superintendent.

4.5.1        Except as explained in section 4.5.1.1, an individual assigned as an administrator prior to board adoption of Administrator Stipend Salary Schedule will be placed on Administrator Stipend Salary Schedule only if they agree in writing to that change.

4.5.1.1  An individual assigned as an administrator prior to board adoption of the Administrator Stipend Salary Schedule who requests in writing, and is granted, a voluntary transfer to another administrative position after 3/8/11 will be placed on the Administrator Stipend Salary Schedule, according to his/her assignment.

4.6  Once an opening for an assistant coach position has been formally announced by the human resources department, and following the first review deadline, a USD assistant coach who is already approved to provide services in a separate sport may submit a letter of interest to the human resources department in order to be considered – along with all other applicants - for the open position and, if selected for interview, may be informally interviewed by the principal and head coach.

 

5.0  NOTICE OF VACANCIES

5.1  Vacancies in the District will be identified and advertised by posting the same over district email and on the District web page.

 

6.0  APPROVAL OF ADMINISTRATORS

6.1  When an employee transfers from one school or department to another, the approval of the sending school administrator or supervisor is not required. The approval of the transfer by the receiving school administrator or supervisor shall be sufficient.
